In a wisely restrained relaxation of marijuana enforcement, the NYPD will stop arresting people caught with small amounts of pot in public view - except if they are smoking it. The shift, announced by Mayor de Blasio and Police Commissioner Bill Bratton, should protect casual users from the unnecessary weight of the criminal justice system while preserving police power to crack down on a quality-of-life offense.
